With reference to previous correspondenca
numbered /G.B. 180 from your office and 8008/09 Conf.
from this Department, I am now directed to forward par-
ticulars of a free passage scheme for subordinate offi-
cere of the Hongkong Civil Service which was unanimous-
ly approved by Finance Committee of the Legislative Coun-
cil on 23rd February and which you will see from Confiden-
tial Despatch of 10th August, 1910 hao also received the general approval of the Secretary of State for the Colonies.
2. You will notice that in paragraph 2 of the
same despatch Lord Grove suggeste "the the P. & J. 5. S.
Company should be asked to agree to a reduction of 20 per
cent of the Ordinary rates in respect of passagee" and
that "in return an undertaking might be given that all
pa sazes granted under the scheme will be taken by Penin-
aular and Oriental Stewaship Company's steamore".
3. in your letter No H/G.B. 180 of 27th October,
1909, you informed me that you had agreed on behalf of thie
Government, amongst other Colonial Governments interested,
to an arrangement with the P. & D. Company whereby on the
total annual passage money paid the following rebates would
bo allowed : -
